Sushasini emerged post Beijing –the Fourth UN World Conference on women held in 1995. Gujarat activists post their participation in the conference, a couple of years later in 1997, formed a Working Group on Women, with the aim to take forward the agenda of women’s rights in the state. At this point, the responsibility of building capacities and strengthening EWRs in Kutch district, was taken up by KMVS. Within KMVS, Sushsani – the Panchayat cell was set up to take on this task. KMVS went through a process of decentralization and restructuring, as a result of which Sushasini became an important nodal centre for work with EWRs. There were plans initially to register the center as an autonomous, independent organization, but subsequently, a consultative decision was taken to keep it within the overall administrative structure of KMVS. Though Sushasini has the liberty to continue developing programmes autonomously. Therefore, the centre is anchored within the framework of supporting Sangathans and to promote the social justice agenda and within this ambit, the thrust is the empowerment of the Elected Women Representatives.
